Permit Required to Replace Insulation Due to Smoke Damage

To protect homeowners, insulation replacement (such as attic insulation replacement due to the Marshall Fire) requires a City permit. Please be aware of the following:

  • If a contractor is hired for the job, they must have a current C contractor license to do the work and be on the permit.

  • The new insulation must meet the 2021 International Energy Conservation Code (IECC). The R-value for ceilings must be R-60 and walls must be R-21.

  • This permit must be applied for through the City’s online planning and building portal. Please use the Residential: Remodel permit type.
    (Note: No building plans are required for the submittal. A document of some kind is required to be attached when applying for the permit. A document mentioning the scope of work and that it is fire-related is sufficient.)

  • Xcel Energy is offering bonus rebates on all insulation and air sealing measures (both programs: Insulation Air Sealing AND Whole Home Efficiency) from January 1, 2022 to June 30, 2022.

Fences, decks, and pergolas also require a permit. Residents can submit a permit application online using Citizen Self Service, the City’s online planning and building portal. If you have any questions about these type of permits, please email building@louisvilleco.gov.
